中信建投4月30日研报认为，与此前几轮购置税减免政策不同，本次汽车以旧换新细则主要针对的是长车龄存量用户的潜在换购需求，市场上普遍关注存量符合条件车型有多少，我们认为除此之外，补贴对于向新车购置的转化率也会有明显提升（无政策条件下，报废后有大量流向购买二手车或不买车），最终拉动作用可能超预期，公司测算对新车购置需求拉动有望达到258万辆。
